IN THE COUNTY LEGISLATURE OF JACKSON COUNTY, MISSOURI Title A RESOLUTION commending James F. Mullen on his eighteen and one-half years service to Jackson County, Missouri and congratulating him upon his retirement. Intro RESOLUTION 10340, May 23, 1994 INTRODUCED BY James D. Tindall, County Legislator Body WHEREAS, James F. Mullen was first employed by Jackson County as an Accountant for the Manpower Programs on December 29, 1975; and, WHEREAS, Mr. Mullen was promoted to Auditor II in the Manpower Programs on May 24, 1976 and continued to serve in that capacity until 1984; and, WHEREAS, on March 5, 1984 Mr. Mullen became the Fiscal Officer for the Family Support Division of the Jackson County Prosecuting Attorney's Office; and, WHEREAS, through superior organizational skills, hard work, attention to detail, and dedication to the County and its taxpayers, Mr. Mullen totally reorganized the accounting procedures utilized in said office to assure proper accounting for expenditures and recovery of reimbursements and incentive payments from the Division of Child Support Enforcement of the Department of Social Services of the State of Missouri; and, WHEREAS, Mr. Mullen's work and efforts resulted in unparalleled efficiency and accuracy in the maintaining of Child Support Program receipts and expenditures in accordance with complex state and federal regulations and resulted in the recovery of literally te s of millions of dollars in revenues by Jackson County from the Federal Child Support Enforcement Program through the State of Missouri; and, WHEREAS, Mr. Mullen's efforts directly aided and assisted the Prosecuting Attorney's successful collection of tens of millions of of dollars in child support payments for custodial parents and heir children in Jackson County during his tenure; and, WHEREAS, Mr. Mullen has chosen to retire on May 27, 1994 to begin enjoying well deserved rest, recreation and travel while still being available to assist the Prosecutor's Family Support Divisi n as a volunteer and advisor; now therefore, BE IT RESOLVED by the County Legislature of Jackson County, MO, that the Legislature joins Prosecutor Claire McCaskill and Director of Family Support Division Melissa Mauer-Smith and all the employees of that office in congratulating and expressing gratitude to James F. Mullen on his outstanding career as a Jackson County Employee and his excellent service to the taxpayers, custodial parents, and children of Jackson County, Missouri. Attorney Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
