Body
WHEREAS, the voters of Jackson County, Missouri, renewed the sales tax to provide funding for the fight against illegal drugs in our community; and,
 
WHEREAS, the proceeds and interest generated from this tax are deposited in a special Jackson County Anti-Drug Sales Tax Trust Fund that is segregated and not commingled with the general fund or any other special funds of the County; and,
 
WHEREAS, the voters and the Legislature authorized the Drug Commission, subject to approval by the Legislature, to contract with any organization or entity, whether public or private, which engages in community crime prevention activities, for the purpose of preventing drug use and drug-related offenses; and,
 
WHEREAS, the Jackson County Drug Commission has recommended that the County Executive be authorized to execute a Cooperative Agreement with Calvary Community Outreach Network., to provide for the Helping Youth Plan for Excellence (HYPE) program; and,
 
WHEREAS, the HYPE program is a media leadership group that creates a positive setting for urban youth ages 10-21 by empowering youth to produce quality programming giving culturally sensitive HIV/AIDS and substance abuse prevention information to their peers in an up-beat entertaining manner; and,
 
WHEREAS, a transfer is necessary to place the funds in the proper spending account; now therefore,
 
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the following transfer within the 2013 Anti-Drug Sales Tax Fund be and hereby is made:

BE IT FURTHER RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive be and hereby is authorized to execute an agreement with Calvary Community Outreach Network, in the total amount of $26,000.00, in a form to be approved by the County Counselor; and,
 
BE IT FURTHER RESOLVED that the Director of Finance and Purchasing be and hereby is authorized to make all payments, including final payment on the agreement.
 
Enacted and Approved
Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
