Intro

RESOLUTION NO. 21646, June 3, 2024

INTRODUCED BY Manuel Abarca IV, County Legislator

Body

WHEREAS, Rebeca Amezcua-Hogan has been a driving force in the 1st District Legislative Office, demonstrating unparalleled commitment to the community and meticulous attention to detail, resulting in numerous positive outcomes for our constituents and the County at large; and,

WHEREAS, since joining the office, Rebeca has played an integral part in the success of the 1st District Office by supporting the chair of four significant committees during the 2023 session and continuing this role into the 2024 legislative session; and,

WHEREAS, through her dedicated work on these committees, Rebeca has co-produced 125 pieces of legislation in the past year, with all but one being adopted; and,

WHEREAS, Rebeca has been a critical supporter in navigating the budgeting process, including the management of a nearly $500 million operating budget, the expansion of outside agency funding that doubled the number of organizations receiving funds last year, and the establishment of a clear process to appropriate nearly $70 million remaining from the American Rescue Plan Act (ARPA) funds; and,

WHEREAS, Rebeca's constant focus on language access has led to the establishment of a bilingual pay incentive for all County employees, adding an additional $2 per hour to staff wages to justly compensate them for their language skills; and,

WHEREAS, Rebeca’s use of Spanish in the office has enabled critical translations that provide life-saving services and basic access throughout the County, ensuring equity for all community members; and,

WHEREAS, Rebeca co-founded the Latino Summit, modeled after the successful Urban Summit, to unite local Latino leaders to address critical issues impacting the community regionally; and,

WHEREAS, Rebeca has championed the effort to hold space for gun violence prevention solutions through the Health and Environment Committee, orchestrating testimony from a wide range of community providers, and inspiring legislation to create a domestic violence ordinance with provisions to protect victims from abusers who possess firearms, which will undoubtedly save lives and stand as a creative solution to a uniquely dangerous environment in Missouri; now therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri that the Legislature hereby extends its deepest appreciation and commendation to Rebeca Amezcua-Hogan for her exceptional service, dedication, and contributions to Jackson County, her unwavering commitment to public service, and her impactful efforts to improve the lives of all residents within the community.
