AN ORDINANCE appropriating $291,576.00 from the fund balance of the 2008 Anti-Drug Sales Tax Fund in acceptance of the 2008 Byrne Justice Assistance Grant (JAG) from the U. S. Department of Justice and authorizing the County Executive to execute an Interlocal Agreement pursuant to the terms of the grant award with the Cities of Independence and Kansas City, and the Board of Police Commissioners of the City of Kansas City for the County's distribution of the grant award proceeds, at a cost to the County not to exceed $161,844.50.

Body
WHEREAS, the U. S. Department of Justice has awarded the County and the Cities of Independence and Kansas City, and the Board of Police Commissioners of the City of Kansas City, a grant in the total amount of $291,576.00 to provide for anti-drug and other crime control measures for the period of October 1, 2007, to September 30, 2011; and,
WHEREAS, the grant allocates $129,731.50 to the County, for salaries and benefits for the employees of the Jackson County Drug Court Program, and requires that the County pass through $161,844.50 to the other cities and agencies; and,
WHEREAS, this grant requires no local matching funds, but does require the execution of the attached Interlocal Agreement with the aforementioned cities and agencies; and,
WHEREAS, an appropriation is necessary in order to place the grant funds in the appropriate spending accounts; and,
WHEREAS, the County Executive recommends said appropriation; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation from the fund balance of the 2008 Anti-Drug Sales Tax Fund be and hereby is made:

BE IT FURTHER ORDAINED that the Director of Finance and Purchasing be and hereby is authorized to make all payments as one-time lump sum payments to the Cities of Independence and Kansas City, and the Board of Police Commissioners of Kansas City in an aggregate total amount not to exceed $161,844.50.

Effective Date: This ordinance shall be effective immediately upon its signature by the County Executive.
