AN ORDINANCE transferring $11,230.00 within the 2005 General Fund, appropriating $31,278.00 from the unappropriated surplus of the 2005 Grant Fund, authorizing the County Executive to execute a Memorandum of Understanding with the City of Blue Springs, MO, to implement the City's participation in the Coordinated Community Response to Domestic Violence Program, and extending the Memoranda of Understanding with the Cities of Independence and Lee's Summit, MO, relating to this program for an additional one-year period.

Body
WHEREAS, by Ordinance 3628, dated April 25, 2005, the Legislature did authorize the execution of Memoranda of Understanding with the Cities of Independence and Lee's Summit, MO, relating to those Cities participation in the Coordinated Community Response to Domestic Violence Program, partially funded by a grant from the U.S. Department of Justice (DOJ); and,
WHEREAS, the DOJ has now awarded A grant in the amount of $2,427.00 to the City of Blue Springs, MO, to partially fund its participation in this program; and,
WHEREAS, the City of Blue Springs now desires to enter into a Memorandum of Understanding (MOU) with the County to provide partial funding for a Jackson County Assistant Prosecuting Attorney position which will be assigned to domestic violence cases and to provide law enforcement training for case preparation as a part of this program; and,
WHEREAS, under the proposed MOU, a copy of which is attached hereto, the City of Blue Springs will provide 10% of the salary and benefits for this position commencing September 1, 2005; and,
WHEREAS, the grant period is for a two-year period and the first year of funding ends on August 31, 2006; and,
WHEREAS, matching funds from the County are required in the amount of $11,230.00; and,
WHEREAS, DOJ has also awarded grants to the Cities of Independence and Lee's Summit, in the amounts of $12,621.00 and $5,000.00, respectively, to partially fund the second year of those cities participation in this program; and,
WHEREAS, a transfer and appropriation are necessary in order to place the grant funds and matching funds in the proper spending accounts; and,
WHEREAS, the County Executive recommends this appropriation and transfer; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following transfer and appropriation be made:

BE IT FURTHER ORDAINED that the County Executive be and hereby is authorized to execute any and all documents necessary to effect the extension of the MOUs with the Cities of Independence and Blue Springs, MO, in a form to be approved by the County Counselor.
