Body
 
WHEREAS, stormwater runoff contributes to increased pollution in our area streams and can lead to dangerous flooding situations; and,
 
WHEREAS, through a partnership with the U.S. Environmental Protection Agency (EPA), the City of Kansas City, the Mid-America Regional Council, and other agencies, the Marlborough Community Coalition is planting rain gardens and installing rain barrels on  properties in Kansas City's Marlborough neighborhood to reduce stormwater runoff; and,
 
WHEREAS, the City of Kansas City began the Green Solutions Pilot Project in 2008 and it is currently the largest demonstration of green solutions for combined sewer overflow control being planned for monitoring and evaluation in the United States; and,     
 
WHEREAS, as part of this project, the EPA has installed eight demonstration rain gardens and twenty rain barrels at residences in the Marlborough area and disconnected an equal number of roof drains that are connected to the sewer system in the area; and,
 
WHEREAS, a rain garden is a shallow depression planted with flowering plants and grasses which holds rainwater for a short time until it soaks into the ground; and,
 
 
WHEREAS, the EPA has committed $250,000.00 in additional funding to study the effectiveness of these green solutions in our community; now therefore,
 
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature recognizes the efforts of the Marlborough Community Coalition of Kansas City to reduce stormwater runoff and pollutants by utilizing rain gardens and rain barrels and encourages all residents of our community to seek similar green solutions to fight water pollution.

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
