AN ORDINANCE appropriating $100,000.00 from the fund balance of the 2008 General Fund and authorizing the County Executive to execute a contract with Jackson County Conference 2008, Incorporated, a non-profit corporation, at a cost to the County not to exceed $100,000.00 to fund operating costs for the National Association of Counties' Annual Conference in Jackson County during July 2008.

Body
WHEREAS, the Jackson County Conference 2008, Incorporated, is a non-profit corporation
created for the purposes of organizing and administering the on site preparation for Jackson County, Missouri as host of the National Association of Counties' 2008 National Conference; and
WHEREAS, the National Association of Counties (NACo) was created in 1935 to give county officials a strong voice in the nation's capital; and,
WHEREAS, more than six decades later, NACo continues to ensure that the nation's 3,066 counties are heard and understood in Washington; and,
WHEREAS, NACo is a full-service organization, providing extensive services to its members including legislative, research, technical, public affairs, and enterprise services; and,
WHEREAS, NACo has selected Jackson County and Kansas City, Missouri for its 2008 national convention site; and
WHEREAS, the NACo Annual Conference is scheduled for six (6) days in July 2008 to be held at H. Roe Bartle Hall in Downtown, Kansas City, Missouri; and
WHEREAS, the NACo conference is expected to attract 3,200 attendees, 250 vendors and exhibitors with an estimated $4.7 million economic impact for the greater metropolitan area; and,
WHEREAS, the Legislature supports the 2008 National Association of Counties Annual Conference; and,
WHEREAS, by Resolution 15351, dated January 10, 2005, the Legislature did previously authorize the sum of $100,000.00 to assist with this conference; and,
WHEREAS, the Legislature deems it appropriate to further support the conference by making available an additional sum not to exceed $100,000.00, to assist the Corporation in meeting last minute obligations and to avoid cash flow difficulties; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation from the fund balance of the 2008 General Fund be and hereby is made:

BE IT FURTHER ORDAINED that the Legislature expresses its full support of the National Association of Counties Annual Conference to Jackson County in 2008 and hereby authorizes the County Executive to execute a contract with Jackson County Conference 2008, at a cost not to exceed $100,000.00, in a form to be approved by the County Counselor; and,
BE IT FURTHER ORDAINED that the Director of Finance and Purchasing be and hereby is authorized to make all payments, including final payment on the contract.

Effective Date: This ordinance shall be effective immediately upon its signature by the County Executive.
