Title
AN ORDINANCE appropriating $538,405.00 from the undesignated fund balance of the 2013 Grant Fund in acceptance of the 2013 Edward Byrne Memorial Justice Assistance Grant (JAG) from the United States Department of Justice and authorizing the County Executive to execute an Interlocal Agreement pursuant to the terms of the grant award with the Cities of Kansas City, Grandview, and Independence for the County=s distribution of the grant award proceeds, at a cost to the County not to exceed $310,292.00.

Body
WHEREAS, the U. S. Department of Justice has awarded the County and the Cities of Kansas City, Grandview, and Independence a 2013 Edward Byrne Memorial Justice Assistance Grant (JAG) in the total amount of $538,405.00 to provide for anti-drug and other crime control measures for the period of October 1, 2012, to September 30, 2016; and,
WHEREAS, the grant allocates $228,113.00 to the County for Jackson County Drug Court salaries and benefits and requires that the County pass through $310,292.00 to the cities; and,
WHEREAS, this grant requires no local matching funds, but it does require the execution of the attached Interlocal Agreement with the aforementioned cities and agencies; and,
WHEREAS, an appropriation is necessary in order to place the grant funds in the appropriate spending accounts; and,
WHEREAS, the County Executive recommends said appropriation; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation from the undesignated fund balance of the 2013 Grant Fund be and hereby is made:

BE IT FURTHER ORDAINED that the Director of Finance be and hereby is authorized to make all payments as one-time lump sum payments to the Cities of Kansas City, Grandview, and Independence, in an aggregate amount not to exceed $310,292.00.
