Intro

RESOLUTION 13752, July 9, 2001

INTRODUCED BY Victor E. Callahan and Terry Young, County Legislators

Body

WHEREAS, the City of Independence was designated a 2001 All-America City by the National Civic League; and,

WHEREAS, the National Civic League bestowed the award to the 51-member delegation representing the City of Independence during a ceremony in Atlanta, Georgia; and,

WHEREAS, coordinating efforts for the City of Independence were Larry Kauffman, project manager, and Mayor Ron Stewart; and,

WHEREAS, other communities winning awards were: Santa Clara, CA; Delray Beach, FL; South Miami, FL; Fort Dodge, IA; Howard County, MD; Ocean City, MD; Bozeman, MT; Brownsville, TX; and Fayetteville, N.C; and,

WHEREAS, Independence and Brownsville, Texas, were the only two communities unanimously chosen by each of the 12 judges who decided which 10 communities out of 30 finalists should receive the prestigious award; and,

WHEREAS, delegates from each city presented their community's innovative programs and local solutions which addressed a wide range of social and community issues, including crime, education, poverty, housing, and race relations; and,

WHEREAS, each city was required to identify their most pressing problems and to identity three projects that illustrate how the community developed partnerships and collaborations with organizations to solve each problem; and,

WHEREAS, three projects selected for the City of Independence were street and park improvements, funded by a voter-approved half-cent sales tax,  the Midtown Truman Road Corridor rehabilitation and improvement project, and the William Chrisman High School Association for Chrisman Excellence (A.C.E.) Program, which provides a mechanism for youth to participate in a variety of public service programs and projects; and,

WHEREAS,  Independence won its first All-America City Award in 1961 and its second in 1981, but the city winning the 2001 award has a changing demographic face for the community; and,

WHEREAS, while Independence's population has remained stable over the past 20 years, the 2000 census shows Independence is now more racially and economically diverse; and,

WHEREAS, "The theme for our presentation was, Together We Can," said Larry Kauffman,  "Our community's accomplishments and our delegation's success show what happens when everyone works together;" and,

WHEREAS, "I am proud that the City of Independence has been named an All-America City," said Mayor Ron Stewart, "This is one more thing that indicates we are rapidly making Independence one of the nation's best places to live, work, and visit;" now therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature congratulates the City of Independence upon being named a 2001 All-America City.
