Body
WHEREAS, by Ordinance 4162, dated October 19, 2009, the Legislature did appropriate funds accepted from the Energy Efficiency Conservation Block Grant from the U.S. Department of Energy for the procurement of energy management consulting services for use by the Facilities Management Division of the Public Works Department; and,
WHEREAS, these services will be for the purpose of identifying and prioritizing energy efficiency projects to reduce the County's carbon footprint; and,
WHEREAS, the Director of Finance and Purchasing has solicited formal written bids on Invitation to Bid No. 8-11 for the furnishing of these energy management consulting services; and,
WHEREAS, a total of eighteen (18) notifications were distributed and seven (7) responses were received, as follows:

WHEREAS, the Director of Finance and Purchasing recommends that award be made to McKinstry Essention, Inc., of Overland Park, KS, as the best bidder; and,
WHEREAS, because McKinstry's proposal is favorably priced, the Director further recommends that additional funds be encumbered on the contract to provide the County with the capability of performing energy audits on additional County facilities using the remaining grant funds; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Director of Finance and Purchasing, and that the Director be, and is hereby, authorized to execute for the County any documents necessary to the accomplishment of the award; and,
BE IT FURTHER RESOLVED that the Director of Finance and Purchasing be, and hereby is authorized to make all payments, including final payment on the contract.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
