AN ORDINANCE appropriating $200,000.00 from the undesignated fund balance of the 2011 General Fund and awarding a contract on Request for Qualifications No. 22-11 for the furnishing of investment banking and financial advisory services for use by the Finance and Purchasing Department, to Oppenheimer & Co., Inc., of Kansas City, MO, at an actual cost to the County not to exceed $200,000.00.

Body
WHEREAS, by Request for Qualifications (RFQ) No. 22-11, the Director of Finance and Purchasing did solicit the submission of qualifications from firms interested in providing investment banking and financial advisory services to the County; and,
WHEREAS, the Director received two responses to the RFQ, which were evaluated by an ad hoc committee consisting of representatives from the Finance and Purchasing Department, Legislative Auditor's Office, and County Counselor's Office; and,
WHEREAS, after an evaluation of the firms' qualifications, the committee has recommended the award of a contract for these services to Oppenheimer & Co., Inc., of Kansas City (Jackson County), MO, as it is the responding firm with the superior qualifications; and,
WHEREAS, in order to fund this contract, an appropriation is necessary; and,
WHEREAS, the County Executive recommends this appropriation; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation from the undesignated fund balance of the 2011 General Fund be and hereby is made:

BE IT FURTHER ORDAINED that a contract be awarded as recommended by the evaluation committee, in a form to be approved by the County Counselor, and that the Director of Finance and Purchasing be and hereby authorized to execute the contract on behalf of the County; and,
BE IT FURTHER ORDAINED that the Director of Finance and Purchasing be and hereby is authorized to make all payments, including final payment on the contract.

Effective Date: This ordinance shall be effective immediately upon its signature by the County Executive.
