Body
WHEREAS, the County has solicited written proposals for group dental insurance for County employees for the 2003 contract year; and,
WHEREAS, dental health maintenance organization (DHMO) respondents were as follows: Cigna, Dental Source, Protective/Fortis, United Concordia; and,
WHEREAS, indemnity/PPO plan respondents were as follows: Blue Cross/Blue Shield, Cigna, Companion, Humana, MetLife, Protective/Fortis, United Concordia; and,
WHEREAS, the Administration recommends:
The DHMO/Indemnity PPO Fortis triple option offering that includes the Summit DHMO and the Freedom Basic/Freedom Advance PPO, and the Dental Source Free Access plan as follows:

and,
WHEREAS, Protective/Fortis has maintained low cost to employees and the County for several years and the addition of the Dental Source Free Access plan will provide more choice for dental needs; and,
WHEREAS, Protective/Fortis/United Dental Care has proposed no rate increase for 2003, a second-year 6% rate cap maximum for the Summit plan, and a second-year 10% rate cap for the Freedom Basic/Freedom Advance plan; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive is hereby authorized to execute an agreement with Dental Source, [and] United Dental Care, and Protective/Fortis for employee group dental insurance coverage.
Enacted and Approved
Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
