Body

WHEREAS, driven by their deep commitment to community improvement, the Ivanhoe Neighborhood Council and community volunteers partnered with Keep Kansas City Beautiful (KKCB), the Center for Economic Information at the University of Missouri Kansas City (UMKC), and the Kansas City Neighborhood Alliance (KCNA) to develop a nationally recognized model for sustainable community change; and,

 

WHEREAS, each year Keep Kansas City Beautiful coordinates community volunteers to assess the amount of visible litter in Kansas City by conducting a Litter Index, a litter measurement and evaluation tool researched and designed by Keep America Beautiful; and,

 

WHEREAS, for the past two years, the County, through the joint efforts of the County Executive Katheryn J. Shields and the Legislature, has recognized the efforts of Keep Kansas City Beautiful by partially funding its programs; and,

 

WHEREAS, in 2003 Keep Kansas City Beautiful received funding from Deffenbaugh Industries, Inc., to work with the Center for Economic Information at UMKC in computerizing the Litter Index using the technology of Geographic Information Systems mapping; and,

 

WHEREAS, the more sophisticated Litter Index tool is used by neighborhoods, governments and organizations to guide litter prevention, education and cleanup efforts and to overlay the results with information on other social issues through the Neighborhood Housing Inventory, a joint project of KCNA, UMKC and the City of Kansas City, Missouri; and.

 

WHEREAS, the Ivanhoe Neighborhood Council and particularly the volunteers, piloted the project in an endeavor to increase their successes to create a cleaner, safe and healthier neighborhood by conducting a block-by-block litter index survey every three months in the 424 blocks that make up the Ivanhoe neighborhood; and,

 

WHEREAS, the Ivanhoe Neighborhood Council has shown clear results ranging from cleaner walkways to increased resident engagement and pride, by mapping the Litter Index results  with the computerized system, evaluating, and then using the data to target neighborhood education, litter prevention, litter abatement and beautification efforts; therefore,

 

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature commends the Ivanhoe Neighborhood Council and partners for receiving the 2003 Keep America Beautiful First Place National Award in Litter Prevention and extends sincere appreciation for the creation of a model that other neighborhoods can replicate in creating a cleaner and more beautiful Kansas City and Jackson County.

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
