AN ORDINANCE appropriating $60,000.00 from the undesignated fund balance of the 2026 General Fund and awarding a contract for the purchase of a new fire notification and alarm system for use by the Public Works Department for the Historic Truman Courthouse to Johnson Controls Inc., of Lenexa, KS, at a cost to the County not to exceed $60,000.00.

Body
WHEREAS, the fire notification and alarm system currently installed in the Historic Truman Courthouse is aged and in need of replacement, as several attempts to repair the existing unit have been made with little progress; and,
WHEREAS, this project replaces the main alarm panel but retains the use of the existing field devices such as horns and strobe lights; and,
WHEREAS, the Interim Director of Finance and Purchasing recommends the award of a contract for the purchase of a new fire notification and alarm system to Johnson Controls of Lenexa, KS, a current term and supply vendor; and,
WHEREAS, section 1030.1, Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source; and,
WHEREAS, the Interim Director of Finance and Purchasing recommends this as a sole source purchase for the reason that Johnson Controls is the manufacturer of the current system and the only provider of its proprietary system; and,
WHEREAS, an appropriation is necessary to place the funds required for this purchase in the appropriate spending account; and,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation from the undesignated fund balance of 2026 General Fund be and hereby is made:

BE IT FURTHER ORDAINED by the County Legislature of Jackson County, Missouri, that award be made to Johnson Controls of Lenexa, KS, as a sole source purchase and that the Interim Director of Finance and Purchasing be and hereby is authorized to execute for the County any documents necessary for the award; and,
BE IT FURTHER ORDAINED that the Interim Director of Finance and Purchasing be and hereby is authorized to make all payments, including final payment on the contract.

Effective Date: This Ordinance shall be effective immediately upon its signature by the County Executive.
