Body
WHEREAS, the Director of Finance and Purchasing recommends the purchase of a back-up recording system for use by the Recorder of Deeds Department from Manatron, Inc., of Austin, TX; and,
WHEREAS, section 1030.1, Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source and requires notification to and approval by the Legislature on such sole source purchases exceeding $25,000.00; and,
WHEREAS, the Director of Finance and Purchasing has determined that the system to be purchased can only be obtained from one source, Manatron, Inc., the supplier of the existing Recorder of Deeds' Manatron/Anthem software system; and,,
WHEREAS, an appropriation is necessary to cover the cost of this purchase; and,
WHEREAS, the County Executive recommends said appropriation; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation be and hereby is made:

BE IT FURTHER ORDAINED that the Director of Finance and Purchasing be and hereby is authorized to purchase a back-up recording system for use by the Recorder of Deeds Department from Manatron, Inc., of Austin, TX, as a sole source purchase; and,
BE IT FURTHER ORDAINED that the Director of Finance and Purchasing be and hereby is authorized to make all payments, including final payment on the purchase.

Effective Date: This ordinance shall be effective immediately upon its signature by the County Executive.
