Title

A RESOLUTION authorizing a term and supply contract for the furnishing of electronic inmate monitoring services, under a State of Missouri government contract to BI, Inc., of Boulder, CO, at the estimated annual cost to the County of $90,500.00.

Body

WHEREAS, on October 1, 1997, the County entered into Demonstration Monitoring Service Agreement (No. 092697T1) with BI, Inc., of Boulder, CO, to provide electronic inmate monitoring services for use by the Jackson County Corrections Department at no cost to the County; and,

 

WHEREAS, on November 25, 1997, upon the declaration of an emergency situation by the County Executive, the County executed Amendment No. 1 to the agreement to provide these services on a temporary basis at a cost of $3.75 per unit per day for an amount not to exceed $6,750.00; and,

 

WHEREAS, on February 2, 1998, the County executed Amendment No. 2 to the agreement to provide these services under the same terms, conditions, and pricing at a cost of $3.75 per unit per day, in the estimated amount of $164,700.00; and,

 

WHEREAS, the Director of Purchasing pursuant to Section 1040.04 of the Jackson County Code, 1984, now recommends the purchase of continued electronic inmate monitoring services from BI, Incorporated, of Boulder, CO, in the annual estimated amount of $90,500.00 under an existing state of Missouri government term and supply contract; and,

 

WHEREAS, Section 1064.00, Jackson County Code, 1984 requires, that for any such purchase in excess of $5,000, the Director of Purchasing shall submit the purchase to the County Legislature for approval; therefore,

 

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the purchase under the existing government contract be made as recommended by the Purchasing Director, and that the Purchasing Director be, and is hereby, authorized to execute any documents necessary to the accomplishment of this purchase on behalf of the County; and,

 

BE IT FURTHER RESOLVED that the Director of the Department of Finance is authorized to make all payments, including final payments on the contract.

 

Enacted and Approved

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.

Fiscal Note

This award is made on a need basis and does not obligate Jackson County to pay any specific amount.  The availability of funds for specific purchases will, of necessity, be determined as each using agency places its order, with certification made at that time within amounts previously budgeted for the spending agency.
