IN THE COUNTY LEGISLATURE OF JACKSON COUNTY, MISSOURI
Title
A RESOLUTION awarding a contract for the furnishing of correctional healthcare services for a one-year period commencing in 2008, with five (5) one-year renewal options, to Advanced Correctional Healthcare of Peoria, IL, for the use and benefit of the Department of Corrections under the terms and conditions of RFQ No. 15-07, at an estimated cost to the County in 2008 of $2,023,003.00

Body
WHEREAS, the Purchasing Director has solicited formal written responses under Request for Qualifications No. 15-07 for the furnishing of correctional healthcare services for the use and benefit of the Jackson County Department of Corrections; and,
WHEREAS, four (4) responses from correctional healthcare providers were received, as follows:

Health Professionals Limited (HPL) $2,181,983.47

Correct Care Solutions $2,499,000.00

and,
WHEREAS, correctional healthcare services are required to be furnished to inmates pursuant to Chapter 221, RSMo, and $2,047,292.00 was appropriated to Truman Medical Center for these services in 2007; and,
WHEREAS, after review by the Department of Corrections, the Director of Corrections has recommended that award be made to Advanced Correctional Healthcare for the reason that it has submitted the lowest and best proposal with cost-savings opportunities for the County; and
WHEREAS, negotiations with Advanced Correctional Healthcare subsequent to the submission of its price proposal have resulted in agreement on a revised cost to the County of $2,023,003.00 for 2008; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Director of Corrections and that the Director be and is hereby authorized to execute for the County any documents necessary for the accomplishment of the award; and,
BE IT FURTHER RESOLVED that the Director of the Department of Finance and Purchasing is authorized to make all payments, including final payment on the contract thereby made, to the extent that sufficient appropriations to the using spending agency are contained in the then current Jackson County budget.
Enacted and Approved
Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
