Body
WHEREAS, recent property assessments in Jackson County have led to a significant increase in tax liability for commercial property owners, with an average increase of twenty-four point three percent (24.3%) compared to thirteen point eight seven percent (13.87%) in neighboring Clay County; and,
WHEREAS, the Jackson County Executive and Legislature find it necessary to establish a local policy limiting commercial property tax assessment increases for 2025 to promote economic competitiveness, provide stability to business owners, and ensure fair taxation; and,
WHEREAS, for purposes of this Resolution, “commercial real property” shall have the same meaning as is defined under Missouri law; and,
WHEREAS, the Jackson County Executive has agreed to utilize his authority under the Jackson County Charter to review and correct commercial real property assessment increases in excess of fifteen percent (15%) over the prior year’s assessed valuation, excluding new construction or significant improvements; now therefore,
BE IT RESOLVED that this review shall be limited to commercial properties valued at no more than five-million dollars of market value in 2023; and,
BE IT FURTHER RESOLVED that the County Executive and Director of Assessment shall review the financial impact of this Resolution and submit a report to the Legislature.
Enacted and Approved
Effective Date: This resolution shall be effective immediately upon its passage by a majority of the Legislature.
