Body
WHEREAS, Luis Ortiz has achieved a historic milestone by becoming only the second Hispanic individual in the 148-year history of the Kansas City Police Department to ascend to the rank of Deputy Chief; and,
WHEREAS, Deputy Chief Ortiz’s rise through the ranks reflects his years of service, professionalism, and unwavering commitment to public safety, serving as a role model for both his peers and future generations of law enforcement officers; and,
WHEREAS, he has worked tirelessly to strengthen trust between the police department and the diverse communities it serves, bringing a perspective shaped by his heritage and a passion for representation in leadership; and,
WHEREAS, Deputy Chief Ortiz has expressed gratitude for the strong support system of his family, including his wife and children, who have stood alongside him throughout his career; and,
WHEREAS, his historic achievement highlights the importance of diversity in law enforcement leadership and demonstrates the value of creating pathways for underrepresented voices to serve in positions of authority and influence; and,
WHEREAS, we proudly recognize and commend Deputy Chief Luis Ortiz for his historic accomplishment, his service to Kansas City, and his continued leadership as an example of integrity, perseverance, and progress in law enforcement; now therefore,
BE IT RESOLVED that the Jackson County Legislature does hereby honor Deputy Chief Luis Ortiz and his work at the Kansas City Police Department.

Effective Date: This resolution shall be effective immediately upon its passage by a majority of the Legislature.
