AN ORDINANCE appropriating $200,000.00 from the unappropriated surplus of the 2000 Grant Fund, accepting a grant from the United States Department of Justice, and authorizing the County Executive to execute a Cooperative Agreement with the Mid-America Regional Council regarding domestic terrorism preparedness, at a cost to the County not to exceed $200,000.00.

Body
WHEREAS, the United States Department of Justice has awarded the County a State and Local Domestic Preparedness Equipment Support Program grant, in the amount of $200,000.00; and,
WHEREAS, the grant's proceeds are to be used to purchase specialized equipment which will allow emergency services provider agencies located in the County to better respond to acts of domestic terrorism; and,
WHEREAS, the Mid-America Regional Council (MARC), which coordinates the majority of the County's activities in the emergency preparedness arena, is ready, willing, and able to administer this grant for the County; and,
WHEREAS, it is in the best interests of the health, welfare, and safety of the citizens of the County that MARC be engaged to administer this grant, pursuant to the terms of the attached "Cooperative Agreement;" and,
WHEREAS, in order to accept the grant proceeds, an appropriation is necessary; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation from the unappropriated surplus of the 2000 Grant Fund be and hereby is made:

BE IT FURTHER ORDAINED that the grant from the United States Department of Justice be and hereby is accepted and that the County Executive be and hereby is authorized to execute any and all documents necessary to accomplish the grant award; and,
BE IT FURTHER ORDAINED that the County Executive be and hereby is authorized to execute the attached "Cooperative Agreement" with MARC; and,
BE IT FURTHER ORDAINED that the Director of the Department of Finance be and hereby is authorized to make all payments, including final payment on the agreement.
Enacted and Approved
Effective Date: This Ordinance shall be effective immediately upon its signature by the County Executive.
