IN THE COUNTY LEGISLATURE OF JACKSON COUNTY, MISSOURI Title AN ORDINANCE appropriating $57,723.00 from the unappropriated surplus of the 1999 Anti-Drug Sales Tax Fund, and authorizing the County Executive to execute a Memorandum of Understanding with the Midwest H.I.D.T.A. Kansas City Metropolitan Enforcement Initiative Task Force at a cost to the County not to exceed $57,723.00. Intro ORDINANCE #2913, April 12, 1999 INTRODUCED BY Terry Young, County Legislator Body WHEREAS, the Kansas City Metropolitan Enforcement Initiative Task Force (KCMEITF) was initiated in 1998, whereby certain agencies joined together to impact methamphetamine manufacture and trafficking in the Kansas City metropolitan area by focusing enhanced law enforcement resources against individuals involved in the manufacture and distribution of methamphetamine and to accomplish the arrest, conviction, and long-term incarceration of these individuals through careful application of the most effective federal/state criminal statutes; and, WHEREAS, the KCMEITF will enhance the effectiveness of federal/state law enforcement resources through a well coordinated initiative seeking the most effective investigative/prosecutive avenues by which to convict and incarcerate dangerous offenders and/or targets of opportunity involved in the manufacture and/or distribution of methamphetamine; and, WHEREAS, the County desires to enter into a reimbursable agreement with KCMEITF whereby Midwest H.I.D.T.A. will provide 100% of the funds needed to operate this program, in the form of the attached Memorandum of Understanding; and, WHEREAS, the Prosecuting Attorney has reviewed this proposal and recommends the expenditure of these funds; therefore, BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation be made from the unappropriated surplus of the 1999 Anti Drug Sales Tax Fund: DEPARTMENT/DIVISION CHARACTER/DESCRIPTION FROM TO Anti Drug Sales Tax Increase Revenue $57,723 Anti Drug Sales Tax Unappropriated Surplus $57,723 008-2810 Unappropriated Surplus 57,723 Midwest H.I.D.T.A. 5010 Regular Salaries 44,100 5040 F.I.C.A. Taxes 3,712 5050 Pension Benefits 3,867 5060 Insurance Benefits 3,579 5070 Unemployment Insurance 559 5110 Workers Compensation 956 5150 Long Term Disability 559 6360 Life Insurance 391 and, BE IT FURTHER ORDAINED that the County Executive is hereby authorized to enter into the agreement, a copy of which is attached and incorporated herein by reference, with the Kansas City Metropolitan Enforcement Initiative Task Force; and, BE IT FURTHER ORDAINED that the Director of the Department of Finance be and hereby is authorized to make all payments, including final payment on the Agreement.
