Body

WHEREAS, the voters of Jackson County, Missouri, renewed their sales tax for seven years to provide funding for the fight against illegal drugs in our community; and,

 

WHEREAS, the proceeds and interest generated from this tax are deposited in a special Jackson County Anti-Drug Sales Tax Trust Fund that is segregated and not commingled with the general fund or any other special funds of the County; and,

 

WHEREAS, the voters and the Legislature authorized the COMBAT Commission, subject to approval by the Legislature,  to contract with any organization or entity, whether public or private, which engages in community crime prevention activities, for the purposes of preventing drug and drug-related offenses; and,

 

WHEREAS, by Resolution 12747 dated June 7, 1999, the Jackson County Legislature authorized the County to enter into agreements with certain organizations which engage in community crime prevention activities for the purpose of preventing drug and drug-related offenses, at a total cost to the County not to exceed $1,865,003.00; and,

WHEREAS, by Resolution 12973, dated December 6, 1999, the parties did extend these agreements for twelve months, at a total cost to the County not to exceed $1,297,655.00; and,

 

WHEREAS, the parties desire to extend the time for performance in each instance for an additional twelve months, on adjusted payment terms, and enter into Addenda to Agreements, in a general form as approved by the County Counselor, at a cost to the County not to exceed $1,305,405.00, in order to properly stagger the expiration dates of the County's drug treatment and prevention contracts; and,

 

WHEREAS, the organizations, listed on the document attached hereto as Exhibit A, all engage in community crime prevention activities, and are otherwise qualified to contract with the County for the expenditure of anti-drug sales tax funds; and,

 

WHEREAS, the COMBAT Commission desires to further assist these organizations in the provision of services and has recommended the expenditure of anti-drug sales tax funds for these organizations, in the respective amounts set forth on Exhibit A, to assist in the prevention of illegal drug use and drug-related offenses; now therefore,

 

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive be, and hereby is, authorized to execute Addenda to Agreements with the organizations and in amounts not to exceed the amounts set forth in Exhibit A, for the purpose of preventing drug and drug-related offenses, in a general form as approved by the County Counselor; and,

 

BE IT FURTHER RESOLVED that the Director of the Department of Finance be, and hereby is, authorized to make all payments, including final payments on these Addenda to Agreements.

 

Enacted and Approved

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
