IN THE COUNTY LEGISLATURE OF JACKSON COUNTY, MISSOURI
Title
AN ORDINANCE appropriating $16,000.00 from the Unappropriated Surplus of the 2004 General Fund and authorizing and directing the County Executive to execute an Agreement with Fowler Consulting of Vashon Island, Washington, to perform a comprehensive review of the structure and operation of the Office of Human Relations and Citizen Complaints, at a cost to the County not to exceed $16,000.00.

Body
WHEREAS, events and discussions over the past several years have led the Legislature to believe that a comprehensive review of the structure and operation of the Office of Human Relations and Citizen Complaints (OHRCC) is appropriate; and,
WHEREAS, the United States Ombudsman Association, the national organization for governmental ombudsman offices such as OHRCC, has recommended that Duncan L. Fowler of Fowler Consulting, Vashon Island, Washington, be engaged to conduct this review; and,
WHEREAS, Mr. Fowler, the former ombudsman of King County (Seattle), Washington, is well-qualified to perform this review; and,
WHEREAS, the County Executive has agreed to execute a contract for the performance of this review; and,
WHEREAS, it is in the best interests of the health, welfare, and safety of the citizens of Jackson County that such a review be undertaken; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation from the Unappropriated Surplus be and hereby is made:

BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the County Executive be and hereby is authorized to execute an Agreement with Fowler Consulting of Vashon Island, Washington, for a comprehensive review of the structure and operation of OHRCC, at a cost to the County not to exceed $16,000.00, consistent with the proposal attached hereto and incorporated herein as Exhibit A and in a form to be approved by the County Counselor; and,
BE IT FURTHER ORDAINED that the Director of the Department of Finance be and hereby is authorized to make all payments, including final payment on the contract.

Effective Date: This ordinance shall be effective immediately upon its signature by the County Executive.
