A RESOLUTION authorizing the County Executive to execute an Addendum to the Agreement with Hope House, for the purpose of treating users of illegal drugs, at no additional cost to the County.

Body
WHEREAS, by Resolution 11543, dated December 6, 1996, the Legislature did authorize the County Executive to execute agreements with certain organizations which engage in drug treatment and rehabilitation activities; and,
WHEREAS, one of the agreements authorized by Resolution 11543 was with Hope House, in the amount of $90,000; and,
WHEREAS, of this sum, the Agreement required Hope House to use $40,000 to serve clients at its own facility and $50,000 to serve clients at the facility previously operated by NEWHOUSE, once ongoing merger negotiations between Hope House and NEWHOUSE had been finalized; and,
WHEREAS, as of May 1, 1997, these negotiations still had not been concluded; and,
WHEREAS, the COMBAT Commission at its meeting of May 7, 1997, recommended that, due to an urgent need to serve clients in need of treatment services at the NEWHOUSE facility, the County amend its Agreement with Hope House to allow it to serve the NEWHOUSE clients, even though the merger has not yet taken place; and,
WHEREAS, under the attached Addendum to Agreement, the total amount authorized for the NEWHOUSE component of this Agreement would be reduced from $50,000 to $33,100, to account for the reduced number of months during which these services would be provided; and,
WHEREAS, the attached Addendum to Agreement provides a suitable mechanism by which to implement this new understanding; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive be and hereby is authorized to execute the attached Addendum to Agreement with Hope House; and,
BE IT FURTHER RESOLVED that the Director of the Department of Finance be and hereby is authorized to make all payments, including final payment on the Agreement and the Addendum thereto; and,
BE IT FURTHER RESOLVED that the Director of the Department of Finance be and hereby is authorized to release the remaining encumbrance of $16,900 on this Agreement.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
