A RESOLUTION authorizing the County Executive to execute Addenda to the County’s Agreements with political subdivisions and nonprofit agencies for the expenditure of CARES Act funds, extending the Agreements until December 31, 2021, at no additional cost to the County.

Body

 WHEREAS, U.S. President Donald J. Trump, Missouri Governor Mike Parson, and County Executive Frank White, Jr., have all declared, in one form or another, the ongoing Coronavirus/COVID-19 pandemic to be a public health emergency; and,

 

WHEREAS, the County, through its various efforts, plays a significant role in the public health of its citizens; and,

 

WHEREAS, an appropriate response by the County to this emergency requires significant expenditures from the County CARES Act Fund, which consists of monies provided by the U.S. Treasury for this purpose; and,

 

WHEREAS, the Legislature has previously authorized approximately sixty-two agreements with political subdivisions and nonprofit agencies in the County, for a total of nearly $87.8 million in CARES Act funding, to be expended for Coronavirus/COVID-19 pandemic related purposes; and,

 

WHEREAS, all of the previously authorized agreements provide that the authorized funds be expended by December 30, 2020, as required by the original CARES Act; and,

 

WHEREAS, the U.S. Congress has recently adopted the Consolidated Appropriations Act of 2021, which has been signed into law by the President and which extends the deadline for expenditure of CARES Act funds until December 31, 2021; and,

 

WHEREAS in view of the adoption of this Act, it is now appropriate that the Legislature authorize Addenda to the previously approved Agreements with political subdivisions and non-profit agencies, extending the deadline for the expenditure of CARES Act funds provided by the County until December 31, 2021, at no additional cost to the County; now therefore,

 

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive be and hereby is authorized to execute Addenda to the previously approved Agreements with political subdivisions and nonprofit agencies within the County for the expenditure of CARES Act funds, extending the permissible time for the expenditures until December 31, 2021, in a form to be approved by the County Counselor.

 

 

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
