WHEREAS, James I. Threatt passed away Thursday, August 11, 2005, and is survived by his daughter, Lynne Threatt; his sons, James Threatt, Wayne Threatt, and Elliott Threatt; sisters Gretchen Cooper and Inez Threatt; seven grandchildren, and one godson; and,

 

WHEREAS, prior to coming to Kansas City, Mr. Threatt worked at the Newark Human Rights Commission, serving as their Executive Director and, at the same time, directed the Newark Police Community Relations program; and,

 

WHEREAS, Mr. Threatt served the Kansas City community for over twenty years as an Assistant City Manager; and,

 

WHEREAS, Mr. Threatt was well-known for his leadership with the Model Cities programs in Kansas City and Washington D.C.; and the Kansas City, MO Housing and Community Development Department; and,

 

WHEREAS, Mr. Threatt was also known for his work on many Kansas City development projects, including the Citadel Housing Project and the Swope Parkway Health Center; and,

WHEREAS, in addition to these accomplishments, Mr. Threatt was also instrumental in the downtown development of the Quality Hill community, the City Market, and the Downtown Marriott Hotel; and,

 

WHEREAS, the James I. Threatt Early Childhood Community Resource Center, which provides children with the necessary education means, was opened in 1999 in response to Mr. Threatt's compassionate concerns for the much needed funding of child care education centers; and,

 

WHEREAS, the visionary ideas of Mr. Threatt have been both an inspiration and blessing to the urban community; now therefore,

 

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature honors James I. Threatt for his exemplary leadership and dedication to the community.

 

 

Enacted and Approved

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
