AN ORDINANCE appropriating $969,078.00 from the undesignated fund balance of the 2026 Health Fund and awarding a month-to-month contract extension for the furnishing of temporary mental health, medical and dental services to inmates of the Department of Corrections to Advanced Correctional Healthcare of Peoria, IL, at a cost to the County not to exceed $969,078.00.

INTRODUCED BY Venessa Huskey, County Legislator
WHEREAS, by Ordinance 5699 passed on August 7, 2023, Request of Proposals 23-014 was granted by the Legislature; and,
WHEREAS, by Resolution 21351 passed on November 21, 2022, Request of Proposals 54-22 was granted by the Legislature; and,
WHEREAS, by Resolution 21774 passed on October 28, 2024, a month-to-month agreement was granted by the Legislature to Advanced Correctional Healthcare of Peoria, IL; and,
WHEREAS, the Department of Corrections has a continued need for health, medical and mental health services for the inmates in its custody until another Request for Proposals is established; and,
WHEREAS, there is a 22% increase in monthly service fees and a six-month extension is necessary until an RFP is complete and contract awarded; and,
WHEREAS, pursuant to section 1054.6 of the Jackson County Code, 1984, the Interim Director of Finance and Purchasing and Sheriff recommend the award of a month-to-month contract for the furnishing of temporary mental health, medical and dental services to the inmates of the Department of Corrections, under the terms and conditions of Request for Proposals No. 23-014, to Advanced Correctional Healthcare of Peoria, IL, for the reason it has submitted the lowest and best bid; and,
WHEREAS, an appropriation is necessary to fund this award; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation be and hereby is made:

BE IT FURTHER ORDAINED that award be made as recommended by the Interim Director of Finance and Purchasing and Sheriff and that the Interim Director of Finance and Purchasing be, and hereby is authorized to execute for the County the attached Agreement and any other documents necessary for the accomplishment of the award; and,
BE IT FURTHER ORDAINED that the Interim Director of Finance and Purchasing is authorized to make all payments, including final payment on the Agreement, to the extent that sufficient appropriations to the using spending agency are contained in the then current Jackson County budget.
