Body
WHEREAS, the Legislature did, by Ordinance 4162, dated October 18, 2009, accept a federal Energy Efficiency and Conservation Initiative grant, to fund energy, efficiency, and conservation projects throughout the County; and,
WHEREAS, the air conditioning unit and cooling tower at the Jackson County Election Board offices in Independence, MO, are old, inefficient, and difficult to regulate; and,
WHEREAS the Facilities Management Division of the Public Works Department recommends using the grant funds to replace the Election Board AC unit with a more energy efficient model; and,
WHEREAS, the Director of Finance and Purchasing has solicited formal written bids on Invitation to Bid No. 14-11 for the furnishing of a replacement air conditioner system for the Election Board offices; and,
WHEREAS, a total of twenty-four (24) notifications were distributed and two (2) responses were received, as follows:

U.S. Engineering Company, Kansas City (Jackson County), MO $81,941.00
and,
WHEREAS, the Director of Finance and Purchasing recommends that award be made to The Wilson Group, Inc. of Greenwood, MO, as the lowest and best bidder; and,
WHEREAS, the Director of Public Works also requests authorization to execute any change orders in an amount not to exceed $6,069.00, as a contingency for any unforeseen problems that may arise during the performance of this contract; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Director of Finance and Purchasing, and that the Director be, and is hereby, authorized to execute for the County any documents necessary to the accomplishment of the award; and,
BE IT FURTHER RESOLVED that the Director of Public Works be authorized to execute change orders in an amount not to exceed $6,069.00, as a contingency for the completion of the contract; and,
BE IT FURTHER RESOLVED that the Director of Finance and Purchasing be, and hereby is authorized to make all payments, including final payment on the contract.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
