AN ORDINANCE appropriating $17,000.00 from the unappropriated surplus of the 1995 Anti-Drug Sales Tax Fund and authorizing the Chair of the Legislature's Anti-Drug Committee to execute an Agreement with Albert A. Riederer to serve as the coordinator of an effort to evaluate the efficacy of the anti-drug sales tax, at a cost to the County not to exceed $17,000.00.

Body
WHEREAS, the County is in the process of arranging with the National Institute of Justice of the United States Department of Justice for a comprehensive third-party evaluation of the efficacy of the County's anti-drug sales tax; and,
WHEREAS, in connection with this evaluation, it is appropriate that the County retain a local consultant who is not affiliated with the County, to coordinate the evaluation effort and provide other related services with regard to the tax; and,
WHEREAS, Albert A. Riederer, the County's former prosecuting attorney, is intimately familiar with the workings of all aspects of the anti-drugs sales tax, uniquely capable of serving as the county's consultant for the coordination of the evaluation, and ready and willing to perform these services; and,
WHEREAS, the retention of Mr. Riederer is in the best interests of the health, welfare, and safety of the citizens of Jackson County; and,
WHEREAS, in order to fund this Agreement, an appropriation from the unappropriated surplus of the 1995 Anti-Drug Sales Tax Fund is necessary; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation be made from the unappropriated surplus of the 1995 Anti-Drug Sales Tax Fund:

BE IT FURTHER ORDAINED that the Chair of the Legislature's Anti-Drug Committee be, and hereby is authorized to execute the attached Agreement with Albert A. Riederer; and,
BE IT FURTHER ORDAINED that the Manager of the Division of Finance be and hereby is authorized to make all payments including final payment of the Agreement.
Attorney Effective Date: This Ordinance shall be effective immediately upon its passage by the County Executive.
