WHEREAS, the Director of Purchasing has solicited written proposals for group dental insurance for County employees for the 2006 contract year for a dental health maintenance organization plan and an indemnity/PPO plan; and,
WHEREAS, a total of 21 solicitations were distributed and 7 responses were received as follows:

Aetna Life Insurance Co. of Hartford, Ct
Blue Cross Blue Shield of Kansas City, MO
United Health Care of Minnetonka, MN

Assurant Employee Benefits of Kansas City, MO
and,
WHEREAS, dental health maintenance organization (DHMO) respondents were as follows: Assurant, Dental Source, Aetna, and Metlife ; and,
WHEREAS, indemnity/PPO plan respondents were as follows: Blue Cross/Blue Shield, Humana, Metropolitan Life, Assurant, Dental Source, Aetna, and United Healthcare; and,
WHEREAS, pursuant to Section 1054.6 of the Jackson County Code, 1984, the Director of Purchasing recommends the County Executive be authorized to execute One Year Contracts with annual renewal options for two additional years for the furnishing of Dental Insurance as an employee benefit for use Countywide to Assurant Employee Benefits of Kansas City, MO and Metropolitan Life of New York, NY under the terms and conditions of Request For Proposal No. 26-05 as the best bids at an annual estimated 1st year cost to the County of $59,220.00; and,
WHEREAS, this award is made on an as needed basis and does not obligate Jackson County to pay any specific amount. The availability of funds for specific purchases is subject to annual appropriations; and,
WHEREAS, the recommended plan rates are as follows:

WHEREAS, Assurant has proposed no rate increase for 2007 and a third-year 6% rate cap maximum for the Secure plan; and,
WHEREAS, Metlife has proposed a rate cap of 8% for 2007 and a third-year 10% rate cap maximum for the PPO plans; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive be and is hereby authorized to execute one-year contracts with annual renewal options for two additional years for the furnishing of Dental Insurance as an employee benefit for use Countywide with Assurant Employee Benefits of Kansas City, MO and Metropolitan Life of New York, NY as recommended.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
