Body
WHEREAS, the Assessment Department has a need for training and consulting services relating to the Ascend software system; and,
WHEREAS, section 1030.1, Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source and requires notification of and approval by the Legislature on source sole source purchases exceeding $25,000.00; and,
WHEREAS, the Director of Finance and Purchasing recommends contract for the furnishing of training and consulting services for the Ascend Software System for use by the Assessment Department to Manatron/Thomson Reuters of Portage, MI, at a cost to the County not to exceed $30,000.00; and,
WHEREAS, the Director further recommends that he not take competitive bids with regard to said training and consulting services, for the reason that Manatron/Thomson Reuters is the proprietary owner of the County's Ascend Software and thus the only firm capable of providing the specialized required training; and,
WHEREAS, a transfer is necessary to place the required funds in the proper spending accounts; and,
WHEREAS, the County Executive recommends this transfer; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the following transfer be made within the 2014 Assessment Fund:

BE IT FURTHER RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Director of Finance and Purchasing, and that the Director be, and is hereby, authorized to execute for the County any documents necessary to the accomplishment of the award; and,
BE IT FURTHER RESOLVED that the Director of Finance and Purchasing be and hereby is authorized to make all payments, including final payment on the contract.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
