Title
A RESOLUTION supporting the establishment of an urban renewal plan for the area in the City of Kansas City bounded by Troost Avenue on the west, Prospect Avenue on the east, 9th Street on the north and 29th Street on the south, and recognizing the Black Heritage District as a duty free zone in accordance with Senate Bill 1012 and House Bill 1957 from the just-concluded session of the Missouri General Assembly.

WHEREAS, the Kansas City Mayor and Council recently established an urban renewal plan, passed by Council Resolution No. 071090, declaring the area within the city bounded by Troost Avenue on the west, Prospect Avenue on the east, 9th Street on the north and 29th Street on the south as Kansas City's African American heritage Area; and,
WHEREAS, the Legislature supports the establishment of an urban renewal plan for this area, which is also recognized and known as Black Heritage District; and,
WHEREAS, it is in the best interest of the citizens of Jackson County, Missouri, that the Land Clearance for Redevelopment Authority of Kansas City, Missouri, work with the Intra Urban Council to submit an Urban Renewal Plan for the Black Heritage District; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature supports the the proposed urban renewal area identified as the Black Heritage District, which holds significant historical significance to the city, with the focus of returning an economically viable mixed-use business environment; and,
BE IT FURTHER RESOLVED that the Legislature intends to work by all means necessary to support legislative approval by the 95th Missouri General Assembly to establish a Duty Free Zone for the Black Heritage District, also known as a "sales tax-free zone," for a period of up to 23 years, in order to stimulate and sustain business development and return the economic base to Kansas City's urban core, a stimulus measure that is a critical priority to restoring an effective tax base within the boundaries of said Black Heritage District Plan and Urban Renewal Plan, and is feasible and in conformance with the Master Plan for the development of the community as a whole.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
