Title

A RESOLUTION rescinding Resolution 14348, dated October 21, 2002, as modified by Resolution 14418, dated December 17, 2002, and authorizing the County Executive to execute a Sixth Addendum to the contract with County Court Services, Inc., of Kansas City, MO, for the furnishing of drug treatment services for use by the Prosecuting Attorney's office in its Drug Court Program, at a cost to the County not to exceed $124,120.00.

Body

WHEREAS, by Resolution 13428, dated November 13, 2000, the Legislature did award a contract to County Court Services, Inc., of Kansas City, MO, to provide drug treatment services to clients of the Prosecuting Attorney's Drug Court program, at a cost not to exceed $576,284.00, for one-year period; and,

 

WHEREAS, subsequent addenda authorized by the Legislature extended the contract to December 31, 2002, and increased the maximum authorized expenditure to $1,668,684.00; and,

 

WHEREAS, by Resolution 14348, dated October 21, 2002, as modified by Resolution 14418 dated December 17, 2002, the Legislature did award a new contract on RFP 59-02 for the provision of these same services to Addiction Recovery Services of Kansas City, MO, through September 30, 2003, at a cost not to exceed $478,000.00; and,

WHEREAS, the contract with Addiction Recovery Services authorized by Resolutions 14348 and 14418 has not yet been fully executed; and,

 

WHEREAS, the Legislature believes that it is in the best interests of the health, welfare, and safety of the citizens of Jackson County that the proposals received pursuant to RFP 59-02 be reevaluated, so as to avoid any appearance of impropriety, unfairness, or favoritism; and,

 

WHEREAS, under this process, it is anticipated that the two existing proposals could be reevaluated by the Director of Mental Health Services for Baptist Lutheran Hospital or designee, a designee of the Metropolitan Community Colleges, a private therapist, a designee of the Ewing Marion Kauffman Foundation, and the Director of the local chapter of the National Council on Alcoholism and Drug Dependency or designee, and a contract awarded by February 28, 2003; and,

 

WHEREAS, to ensure the continuity of these services during this time period, an additional extension of the contract with County Court Services is warranted, at a cost to the County not to exceed $124,120.00; now therefore,

 

BE IT RESOLVED that the County Legislature of Jackson County, Missouri, that Resolution 14348, dated October 21, 2002, as modified by Resolution 14418, dated December 17, 2002, be and hereby is rescinded; and,

BE IT FURTHER RESOLVED that the County Executive be and hereby is authorized to execute a sixth addendum to the agreement with County Court Services extending that agreement through February 26, 2003, at a cost to the County not to exceed $124,120.00, in a form to be approved by the County Counselor; and,

 

BE IT FURTHER RESOLVED that the Manager of the Division of Finance be and hereby is authorized to make all payments, including final payment on the contract with County Court Services and all addenda thereto.

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
