APPROVAL OF THE JOURNAL OF THE PREVIOUS MEETING  
A motion was made by Sean E. Smith, seconded by Megan L. Marshall to  
approve the journal of the previous meeting held on April 29, 2024. The  
motion passed by a voice vote.

HEARINGS  
None.  
COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
Frank White, Jr., County Executive, was not present. Troy Schulte, County  
Administrator, said there is no report.  
Manuel Abarca IV, County Legislator, thanked the Administration for the  
update regarding the elevators at the jail. He asked if there are any  
estimates on expediting the construction of the new detention center. Mr.  
Schulte said he will have a meeting with JE Dunn later this week.  
Mr. Abarca asked if there is any resolution to the pay issues with the new  
Detention Center Project. Mr. Schulte said the issue Mr. Abarca is  
referencing is related to warranty work at the batch plant. He believes this  
issue is resolved but asked Mr. Abarca to let him know if it is not.  
Mr. Abarca asked if there is an update regarding negotiations with the  
sports teams. Mr. Schulte said there is nothing new to report. He said there  
was a letter sent by the County Executive to the teams last week. Mr. Abarca  
asked for a copy of that correspondence.  
Sean E. Smith, County Legislator, asked for a status update on the  
individual personal property situation at the Historic Truman Courthouse. Mr.  
Schulte said there is a space limitation at that location. He said they are  
using the appointment system and have about a 20 percent no show rate.  
They use those openings to assist walk in customers. They are still adding  
staff but have a logistical problem with adequate space. They are not turning  
people away.  
Manuel Abarca IV asked for an update on the American Rescue Plan Funds  
(ARPA). Mr. Schulte said there is no update. The deadline for encumbering  
the funds is December 31, 2024, with the funds to be spent by December  
31, 2025. Once a decision is made on the allocation of funds the  
Administration will go through a procurement process under those broad  
categories. He said the County Executive, Chief of Staff, Chair, and Vice  
Chair of the Legislature have had conversations about the ARPA process.  
Donna Peyton, County Legislator, said the Legislature passed a resolution  
stating its intent to have a plan in place for ARPA funds by the end of April.

A RESOLUTION awarding a contract for the furnishing of nine full size SUVs  
and one truck for use by the Sheriff’s Office to Reed Motors STJ, LLC, dba  
Reed Chrysler Dodge Jeep Ram of Saint Joseph, MO, under the terms and  
conditions of State of Missouri Contract No. CC240138010, an existing  
competitively bid government contract, at an actual cost to the County in the  
amount of $410,389.00.

amount of $15,000.00 to the National WWI Museum and Memorial for a  
Premier Membership which will support free admission to the Museum and

the 2024 Memorial Day Weekend and Veterans Day Celebrations, and  
half-price admission for other attendees at the events.

Transferring $100,547.00 within the 2024 General Fund and authorizing  
payments to cover the cost of emergency replacement of three failed  
stormwater culverts for use by the Parks + Rec Department.

Expressing the support of the Jackson County Legislature for the creation of  
a Jackson County Office of Veterans' Affairs.

Authorizing the County Executive to execute Cooperative Agreements with  
certain outside agencies that provide public health-related and other public  
services to citizens of Jackson County, at an aggregate cost to the County  
not to exceed $2,985,000.00.

COUNTY EXECUTIVE ORDERS  
I hereby make the following appointments and reappointments to the  
Pension Board, effective immediately.  
Terrence Messonier is appointed to fill the vacancy occasioned by the  
resignation of Crispin Rea. Mr. Messonier is a member of IAFF Local 42  
union. His term will expire February 17th, 2027. His resume is attached.  
Theresa Ryan is appointed to fill a vacant Member of Plan position  
occasioned by the term expiration of Diane Kimzey. Ms. Ryan’s term will  
expire on February 17th, 2027. Her resume is attached.  
Whitney Miller is reappointed to the Member of Plan position, with a term  
set to expire on July 22nd, 2027.  
Scott Brinkman is reappointed to the Member of Plan: Circuit Court EE  
position, with a term set to expire on February 17th, 2028.

UNFINISHED BUSINESS  
None.  
NEW BUSINESS  
Manuel Abarca IV asked the Chairman about the status of ARPA funding.  
Jeanie Lauer responded outside agency funding will be on the agenda for  
next week. There will be some remaining agencies that they have submitted  
to the County Executive with a plan related to the categories outlined by  
ARPA regulations such as infrastructure, health and wellness, and  
disadvantaged communities. There will be a request for proposals process  
for ARPA funding. Troy Schulte said the Administration will make a  
determination and recommendation as to the allocation.  
Jalen Anderson, County Legislator, said the Legislature does not yet have a  
resolution about ARPA funding to consider. The Legislature can amend the  
legislation and will make the final decision. Donna Peyton, County  
Legislator, said two separate issues have been discussed; outside agency  
funding and ARPA funding. She asked about the outside agency funding.  
Ms. Lauer said Resolution #21617 for outside agency funding is on the  
agenda today and will be discussed next week in committee. The ARPA  
funding has not yet been decided.

adjourn the meeting. The motion passed by a voice vote.  
The next legislative meeting is scheduled to be held on Monday, May 13,
