PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
AN ORDINANCE authorizing the issuance of special obligation bonds  
(Justice with Dignity Project) Series 2022A of Jackson County, Missouri,  
and authorizing certain other documents and actions in connection therewith.

FINAL PASSAGE OF PROPOSED ORDINANCES  
Consent Agenda.  
Jeanie Lauer objected to the Consent Agenda.  
A motion was made by Tony Miller, seconded by Dan Tarwater III, to adopt  
Ordinance #5658. Discussion.  
Crystal Williams, County Legislator, said after last week’s legislative  
meeting she was contacted by constituents who expressed unhappiness  
about the comments made by the Sheriff and the settlements that were  
adopted. She feels if the Sheriff’s Office needs this position, he should find  
it within the current structure rather than proposing changes to the code.  
Jeanie Lauer, County Legislator, said last week’s discussion was rather  
discombobulated. After reviewing the job description proposed, she found  
it is verbatim to the Major position but includes attendance at legislative  
committee meetings and conferring with agencies. She said she asked the  
Sheriff what he was looking for in this position. He mentioned body  
cameras, but there is nothing mentioned about technology, understanding  
of operations, business, accounting, or anything different from the Major  
position. She asked her colleagues to reconsider the vote on this  
ordinance.  
Charlie Franklin, County Legislator, asked if the goal is to defeat this  
measure or hold for more information.  
Jalen Anderson, County Legislator, said the job description needs to be  
rewritten. He concurs with Legislator Lauer. The job description sounds  
just like the Major position. If the Undersheriff is to supervise the Major  
position, it should be laid out in the job description.  
Dan Tarwater III, County Legislator, said the Sheriff is an elected official  
and he understands why he needs this position. The Undersheriff was  
previously a position in the Sheriff’s Office. There are many new duties for  
the Sheriff including oversight of the jail.  
Jeanie Lauer said just from a business perspective the job description  
should fit the job. If the Sheriff wants to continue with the position, then he  
should move forward with correct paperwork.  
Tony Miller, County Legislator, asked the County Counselor, if this is  
defeated, will the Sheriff be able to bring this back. Jay Haden, Chief  
Deputy County Counselor, said yes, the Sheriff can ask it to be  
reintroduced. He said a motion to hold would supersede the motion to  
adopt. Tony Miller said he supports the deputies and sergeants on their  
request for updated pay scales and he supports the Sheriff on his request  
for this position. Tony Miller withdrew his motion to adopt. Dan Tarwater III  
withdrew his motion to second. Mr. Haden said, barring any action this will  
hold the matter before the Legislature.  
A motion was made by Jalen Anderson, seconded by Crystal Williams, to  
adopt Ordinance #5658.  
A motion was made by Dan Tarwater III to hold Ordinance #5658. Charlie  
Franklin asked Theresa Cass Galvin, Vice Chair, to assume the Chair and  
he seconded the motion to hold. Mr. Franklin resumed the Chair. Jalen  
Anderson requested a roll call vote on the motion to hold. The motion  
failed by a roll call vote:

No: 4 - Jalen Anderson, Crystal Williams, Jeanie Lauer, and Theresa

adopt Ordinance #5658 repealing schedule I to chapter 2, Jackson County  
Code, 1984, relating to County associates not within the Merit System, and  
enacting, in lieu thereof, one new schedule relating to the same subject. The  
motion failed by a roll call vote:

RESOLUTIONS IN COMMITTEE  
Finance and Audit Committee moved to adopt. Consent Agenda.  
A RESOLUTION transferring $13,560.00 within the 2022 Park Fund and  
awarding a contract for the furnishing of law enforcement video equipment  
for use by the Parks + Rec Department to Motorola Solutions of Chicago, IL,  
under the terms and conditions of Oklahoma Office of Management &  
Enterprise Services Contract No. OK-MO-145 OK # SW1057, an existing  
competitively bid government contract, at an actual cost to the County in the  
amount of $13,560.00.  
(Budget Committee - 1st. Meeting)  
A motion was made by Tony Miller, seconded by Dan Tarwater III, to amend  
Resolution #21042 to delete the figure "450,000.00" and insert the figure  
"350,000.00" after the "$" in the heading, body and fiscal note. The motion  
passed by a voice vote.  
A motion was made by Tony Miller, seconded by Dan Tarwater III, to  
approve the Finance and Audit Committee Amendment dated September  
26, 2022 for Resolution #21042, transferring $350,000.00 within the 2022  
American Rescue Plan Fund to provide COVID-19 testing for unvaccinated  
Jackson County and 16th Circuit Court associates and Jackson County  
Detention Center inmates, at a cost to the County not to exceed  
$350,000.00. The motion passed by a voice vote. Consent Agenda.

CONSENT AGENDA  
AN ORDINANCE appropriating $45,000.00 from the undesignated fund  
balance of the 2022 Self-Insurance Fund and authorizing an increase to the  
contract with Missouri Public Entity Risk Management Fund of Jefferson  
City, MO, for the furnishing of vehicle liability insurance for use countywide.

A RESOLUTION awarding a twelve-month term and supply contract with one  
twelve-month option to extend for the furnishing of plumbing services for use  
by various County departments to Rand Construction of Kansas City, MO,  
under terms and conditions of invitation to Bid No.59-22.

A RESOLUTION transferring $350,000.00 within the 2022 American  
Rescue Plan Fund to provide COVID-19 testing for unvaccinated Jackson  
County and 16th Circuit Court associates and Jackson County Detention

INTRODUCTION OF PROPOSED ORDINANCES AND ASSIGNMENT TO COMMITTEE  
Repealing sections 1121., 1130., 1131., 1136., and 1137., Jackson County  
Code, 1984, relating to sale of property owned by Jackson County, also  
known as surplus policy, and enacting, in lieu thereof, six new sections  
relating to the same subject.  
(Assigned to the Finance and Audit Committee.)  
Appropriating $35,000.00 from the undesignated fund balance of the 2022  
Health Fund to cover an unanticipated budgetary shortfall within the indigent  
cremation and burials account.  
(Assigned to the Budget Committee.)  
Appropriating $253,570.00 from the undesignated fund balance of the 2022  
County Improvement Fund and authorizing the County Executive to execute  
an Amendment to the Cooperative Agreement with the Community Services  
League of Independence, MO, to provide funding for demolition and water  
service in connection with the detention center project at a cost to the County  
not to exceed $253,570.00.

Authorizing the County Counselor to execute a Legal Services Agreement  
and Addendums to existing Legal Services Agreements with certain lawyers  
and law firms at an aggregate cost to the County not to exceed  
$125,300.00, for services to be performed in 2022.

Awarding a contract for the furnishing of five police sedans for use by the  
Sheriff’s Office to Landmark Dodge of Independence, MO, under the terms  
and conditions of State of Missouri Contract No. CC220022002, a  
cooperatively bid government contract for government entities state wide, at  
an actual cost to the County in the amount of $145,755.00.

Authorizing the County Executive to execute a License and Professional  
Services Agreement with Audacy-Kansas City, LLC, d/b/a KZPT, for the  
sponsorship of an event at Longview Lake, at an actual cost to the County in

Awarding twelve-month term and supply contracts for the furnishing of  
personal computers and miscellaneous computer hardware and software for  
use by various County departments to SHI International Corp. of Somerset,

Round Rock, Texas, under the terms and conditions set forth in State of  
Missouri Contract No. CT 220337001, Midwestern Higher Education

competitively-bid government contracts.

Awarding a contract for the furnishing of a service truck for use by the Public  
Works Department to Viking-Cives Midwest of Morley, MO, under the terms

government contract, at an actual cost to the County in the amount of  
$100,462.00

option to extend for the furnishing of pest management services for use by  
various County departments to Smithereen Pest Management of Kansas  
City, MO, under the terms and conditions of invitation to Bid No. 27-22.

Transferring $65,000.00 within the 2022 American Rescue Plan Fund for  
use by the Jackson County Department of Corrections to acquire critical  
supplies and equipment necessary in connection with the fight against the  
ongoing Coronavirus/COVID-19 pandemic.

COUNTY EXECUTIVE ORDERS  
None.  
UNFINISHED BUSINESS  
Dan Tarwater III said he understands the studies related to the pension fund  
have been completed. Troy Schulte, County Administrator, agreed and said  
that information will be distributed.

NEW BUSINESS  
Tony Miller expressed his gratitude to the Parks + Rec Department for their  
work to improve the northern portion of the Little Blue Trace Trail. He also  
expressed his appreciation to the Administration and Parks + Rec  
Department for improvements on Liggett Road near Woods Chapel Road.  
Charlie Franklin said Ronald E. Finley is in Florida visiting his grandchildren.  
Dan Tarwater III said he had just received notification that Michael Flaherty,  
the former Jackson County Assessor, passed away this morning.
